As a minority/woman-owned business, Quon Design and Communication Inc. (QD+C) is passionate about serving diverse/underserved populations in Oregon. QD+C has worked with a number of agencies that serve Asset Limited Income Constrained and Employed (ALICE) populations and provided outreach campaigns for rural residents throughout Central Oregon. Through these relationships we will work to recruit diverse listening session participants with a focus on equitable representation that reflects the county populations to be served by ALICE. QD+C is working to decrease the number of households living at the poverty level. QD+C wants to create specific goals for target audiences, and then put those goals into action while communicating with diverse groups.

What We Want to Accomplish

 

This project will include

  • Multiple listening sessions with a reflective number of participants per county.
  • Prioritization of Jefferson and Crook counties, and partnership with Confederated Tribes of Warm Springs. Listening sessions with community members who are under the ALICE Threshold.
  • Prioritization of BIPOC communities, limited English, immigrant, and tribal communities.
  • At least one listening session will be provided in Spanish.
  • A minimum of $50 stipend to each participant. Stipends can be built into the grant budget.
  • Leveraging existing community groups to recruit and conduct listening sessions.
  • Listening sessions with open-ended questions.
  • Surveys, interviews, and partnerships with other organizations as appropriate.
  • Listening session questions and assessment tools such as surveys that are approved by the workgroup.
 
 

Project Description

 

QD+C will use a four-phased approach.

  • Phase One: QD+C will host a visioning session with APESS workgroup members and other key stakeholders to help build a solid framework for listening sessions, including identification of specific goals, target audiences and key messages to guide content and format and channels for outreach. QD+C will also assemble a small, diverse group of advisors to also offer insights to shape the listening sessions.
  • Phase Two: QD+C will design content and format for listening sessions in both English and Spanish in collaboration with our communication partner Nancy Ayalay, who specializes in Spanish-language outreach and community engagement.
  • Phase Three: QD+C is honored to have trusted working relationships with community partners such as NeighborImpact, Crook, Jefferson (Best Care) and Deschutes County Health Departments, Better Together, WIC, Migrant Education, HEP (High School Equivalency Program), Juntos Apprendemos, Vamanos Outside (Children’s Forest of Central Oregon), Oregon Community Foundation., FAN, Healthy Beginnings, KOR Community Land Trust, Transition Network and HDESD. Through these relationships – and insight from the APESS visioning session and advisors mentioned above – we will work to recruit diverse groups of listening session participants with a focus on equitable representation that reflects the county populations to be served. QD+C will also partner with Nancy Ayala to recruit participants and conduct Spanish-language listening sessions.
  • Phase Four: QD+C will present (as appropriate) and provide both Spanish and English written summaries (electronically) of the final report findings to the APESS workgroup.
 
 

Equity and This Project

QD+C will target outreach for listening session participants through community partnerships with agencies who serve prioritized populations (listed in "Prioritized Population"). We will also work closely with our Spanish- language community outreach partner Nancy Ayala to identify and invite members of the Latinx community to share their voices through the listening sessions. In addition, we will ask listening session participants to refer/recommend friends and family members who may be willing to participate as well. Because we recognize that time, technology and transportation can be barriers to listening session participation, we will:

  • Offer both in-person and virtual listening session
  • Budget for food for in-person listening sessions
  • Explore transportation vouchers for participants

QD+C will include input and suggestions from members of the prioritized population, and/or those who serve this population, to guide the development of listening session content and format.

Objectives
Identify and engage a diverse and inclusive group of tri-county residents who represent the prioritized population in conversations that will uncover barriers to being ALICE (including barriers to housing and transportation).
Ensure that rural and Spanish-language listening sessions are relevant and equitable in format, content and facilitation to best capture the interest and input of the participants from prioritized populations.
Provide the Address Poverty and Enhance Self-Sufficiency workgroup with meaningful data that will help uncover barriers to being Asset Limited, Income Constrained, and Employed. The goal is for this data to help shape inclusive and equitable solutions to the challenges facing the prioritized population which includes typically underserved rural and BPOC residents of Central Oregon.
