Oregon Council for Behavioral Health (OCBH) is Oregon’s largest nonprofit integrated Behavioral Health trade association. With 58 member agencies, our strength lies in our diverse statewide membership. OCBH activities drive change based on the behavioral healthcare sector’s practice, research, & expertise. Our team has a track record of tangible results, leading projects that deliver individual agency benefits while providing project data & qualitative information to the appropriate agencies to support positive systemwide operations & policy changes.
OCBH serves our valued partners including payors, government entities, & coalitions, for the success of Oregon’s Behavioral Health system. Our partners across the state value OCBH as a reliable advocate. OCBH can act as a contractor, information hub, skills trainer, project coordinator, consultant, & at times all of those roles at once. OCBH team members’ understanding & partner relationships are utilized in our work to move concepts into action. OCBH focuses its work on growing & sustaining robust equitable access to quality integrated Behavioral Healthcare.
OCBH has extensive experience collecting quantitative & qualitative data for policy, system analysis, & intergovernmental projects for our members. Provided below are two specific examples where OCBH best illustrates its exceptional capacity & qualifications to successfully fulfill the COHC project requirements.
In 2019 OCBH contracted with the Oregon Health Authority (OHA) & the State Opioid Response (SOR) grant to conduct a 14-month statewide opioid learning collaborative. The project expanded services & created sustainable practice improvement for equitable access to opioid treatment. Over 30 diverse organizations participated in activities, presentations, & training to assess equitable access needs, stigma impacts, & clinical practice sustainability. Data were collected during the LC by OCBH & provided to OHA so they could analyze system capacity & outcomes to inform policy work. OHA also used the LC data for federal reporting to the SOR funding entities, which demonstrated the growth of opioid services in Oregon as good stewards of federal investments.
In 2020-21 OCBH conducted a 10-site LC model project, which included eight member agencies in partnership with Health & Human Services (HHS) Region 10 Addiction Technology Transfer Center Network (ATTC), funded by the Substance Abuse & Mental Health Services Administration (SAMHSA). The project delivered internal co-occurring sustainable assessments & implementation skills, while also collecting data on system-level barriers to implementation of co-occurring care. The participants were trained in sustainable advocacy skills & successfully presented early data in the 2021 legislative session, supporting the passage of co-occurring behavioral healthcare legislation.
